I would like to have the "Files Stored on My Computer" section of "My
Computer" removed. Is ther a way to do that? Some computers I've seen have
this while others don't. I believe the difference is one is part of a domain
and the other isn't. Does joining a Domain change that? Is there a way to
get rid of it without joining a domain?

while in My Computer, right click, choose Arrange Icons
By, then click on "Show in groups"
 
Yep. A couple of ways. Using Tweak UI is your best bet. It has a lot of
other cool options also.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore

NoSharedDocuments
REG_DWORD
0 or 1
0 = Shared Documents
1 = NO Shared Documents

Or use TweakUI to do it...
