Change Rules order

I have a book on Outlook 2003 that mentions the ability to change the order
of how rules are processed. It says to open the rules wizard and select the
rule you wish to change the order of and use the Move up or Move down button
to change it's position. I don't have these buttons and I am wondering if
there is some option I haven't selected.

It's two little arrows on the Rules and Alerts box toolbar, not a "Move Up"
and "Move Down" button....
