change/remove programs doesn't have a list of programs

I'm trying to uninstall programs on my computer. When I click on "Change or
Remove Programs" under My Computer, it comes up with the Add or Remove
programs window, and says, "Please wait while the list is being populated".
It never populates the list. What do I need to do to fix this? I have XP SP3
 
If you want to Uninstall programs you can try going to Program Files
Folder and open the Program Folder you want to remove. Look for a
Uninstall.exe file and double click it.
If "Please wait while the list is being populated". finally
disappears but no Programs show up scroll down quite a ways. They may
eventually show up. For awhile that was a XP quirk. For more info check out
