Change Remote access that is being used by users

We have Windows Server 2000 with user accessing the server with remote
access. Yes, I know this is not a good think.

On the MS Partner community board I was to told that we could set this up so
that users could access the site but we could still have give the person
Admin rights.

I was told to :
1) Besure the user was Allowed to logon to terminal server.
2) Under Domain controller Policy for the group allow the user to Log on
Locally.

The error message I get when I try to login is "You do not have access to
logon to this session" What else do I need to do to make this work.

are you using the administrative mode? this may help,
