How do you change the power settings on guest a/c? (I do have admin rights on
a seperate account)
The guest account has a default laptop power settings causing the system to
shutdown when not in use while the desire is have it always on. When
attempting to modify the power settings, a dialog states that its a
restricted a/c and maintains a laptop config.

You can't. That account, by design, does not have the permissions necessary
to change system settings.

System settings?

On my Windows XP Pro SP2 system, power settings are per-use settings.
It seems particularly stupid, since the administrator can't change
settings for all users, but there it is.

I asked about this very thing a few months ago, and the only advice I
got was to change power settings in an administrator account then
grab them in the registry and clone them to the other accounts'
registry settings. If that advice was inadequate and there's actually
a way for the admin to set power for all users through the GUI, I'd
love to know about it.

To the OP -- either go into policy editor and grant that right to the
guest user, or do a nasty series of registry edits.
