Change "Page cannot be displayed"

Can anyone tell me if you can modify the "Page cannot be displayed"
error message in Explorer? I want to change some of the wording for
network user on instructions. I know I can do it if I install ISS but
was hoping to not spend the time installing on each workstation. Has
anyone tried this? Thanks

I figured it out. I can setup IIS on a single computer and use that for
what I want to do.
