change of design layout according to monitor size

is there a setting on the ms access 2003 desing where the layout changes
accroding to monitor size.

I assume you mean layout changes based on screen resolution (rather than
monitor size) since monitor size does not impact the screen layout and
cannot impact the screen layout).

Essentially neither Access nor Visual Basic (nor anything I know of) has
automatic facilities for changing layout based on screen resolution. You
have to write code to change the layout based on screen resolution. There
have been some articles on the Internet about how to do it, but it's pretty
messy. There may also be some generic routines floating around the internet
to help you.
