change notepad background color/text color

Is there any way to make the white background in notepad, and other basic
text editing programs, i.e. Outlook Express, some other color, like white
text on blue? I want to set it to a specific RGB value.

notepad = white background / black fonts
wordpad = fonts in different color only
works word = fonts in different color only

All white windows will change.

But not all white windows are white windows. Start - Control Panel -
Appearence - Advanced

OE folder list is Icon Text.

Maybe: Right-click Desktop/Properties/Appearance/Advanced/Item/Window/Color/Font/Color.
