How to let our notebook clients to change their IP address if they just have
a local user right on WinXP or Win2k, because they need to change it when
they are in hotel forever but I need to set their permission that they can't
install anything on their notebook.

Most hotels with high-speed Internet use DHCP. If the system is set for
DHCP, they're ready to go, usually. You can always call ahead and check.
