change in look of menu bar

The menu bar i.e. File, Edit, View, Help... remains high-lighted after
selecting another tab. This happens in several programs, i.e. Quicken, HP
printer and some games. Usually the menu selected will high-light then go
back to normal after selecting or clicking on something else. Now they remain
high-lighted. I was thinking i had a bug, but i've run AVG, AWC and every
other program i can think of and no problems are found. I listed this
question somewhere else and the suggestions were to increase memory size or
update graphics drivers. Well i had a spare graphics card so i installed it.
That did nothing so i removed it. I installed 2gb of memory up from 512mb.
That did nothing. I've gone on the microsoft web page looking for graphics
drivers but was unable to locate any.

Has anyone seen this problem before? What can i try to get this back to the
way it was? Other than the weird highlights the programs appear to function
properly.

Any help would be appreciated.

What I would try:

- System Restore to a date before the change was noticed.

- Display Properties, Appearance tab, try "Windows XP style", or
something else, then change back.

- Display Properties, Appearance tab, "Advanced button", "Inactive Title
Bar", change the colors to a paler blue. That's the only part of the
window that actually changes colors; the toolbar itself keeps the
lettering of "File", and the other buttons; they don't fade when the
window isn't in focus.
 
I had already tried to restore to an earlier date. That didn't work. But i
tried changing the "display properties" like you suggested and that worked. I
changed it to the "classic view" and then changed it back and the problem
disappeared.

Thanks. It wasn't so much that i couldn't work with it that way, it was just
annoying that i couldn't correct it.
