Change image on Welcome Screen

Is there a way to change the image on the Welcome Screen?
I'm not talking about the individual images for each
user. I know how to change those. I'm trying to figure
out if I can have an image surrounding the login names.
 
Yes There are several programs to do this. One is style xp, fot others just
do a search for logon screens, visual styles, themes or boot screens. Which
should give you a wide selection of screens and programs to look through.
Just remember there are also other things you can do besides what you want
so make sure to not get confused with the others.
