There is a bug where changing the icon of a file requires admin permission
and does not prompt for that permission.
As a workaround, you can open an administrator explorer window and change it
from that explorer window.
- Click Start
- Type: explorer
- Right-click Windows Explorer,
- Click Run As Administrator
- Browse to the file that you need to change the icon for
If the icon is on everybody's start menu (most likely), go here:
C:\ProgramData\Microsoft\Windows\Start Menu
If the icon is on your startmenu only, go here:
C:\Users\USERNAME\AppData\Roaming\Microsoft\Windows\Start Menu
(where USERNAME is your username)
- Right-click the file
- Click properties
- Change the icon
