change entire o/s language from Dutch to English

Hi, I'm studying in Belgium and had my laptop crash on me. I didn't have my
OEM (Toshiba) recovery cd (from the US) and therefore was unable to recover
properly. I was able to reinstall XP using a Dutch version. Now I am faced
with the dilemma of using a version in XP in a language I can understand
rather well, but you know, it still sucks not having it in English. I
changed the regional settings and everything to English, however, all of the
menus, tabs, help files, etc. are still in Dutch. Is there a way to
completely change all of the Dutch context into English on XP? Oh, yeah,
it's XP pro, because otherwise, supposedly, I would have been able to recover
my corrupted config.sys file... anyhow. Help me.
 
Windows XP is written in specific language versions, therefore one
cannot change it from one language version to another. You'll need
to purchase a "Full Version" of Windows XP in the language version
you desire, reformat your drive and install it "clean".

Or if you have an available empty drive or partition, you can install
another "Full Version" of Windows XP in a different language version
and create a dual-boot configuration.

The english version is the base version. It can, with extra files, do any language. However you cannot buy these files unless you order it with a computer or are a volume licensed customer.

However MS only provides English to another language not vice versa. This is so multinationals only buy english but it appears in whatever language the worker uses.
