Change design template?

I just downloaded a design template, I'd like to know if I can make it little
more transparent? I'm using the Optical design template but the colors
scheme makes reading difficult for my boss.
 
There's no easy way to do it.
Try entering the slide master and check if the background is inserted as an
image.
To do so, click View > Master > Slide Master.
Click on the image, see if it can be selected.

If yes, then click Slide Show > Custom Animation.
Clic Add Effect > Emphasis > Transparency.
Set the amount of your choice.

If no, then it requires a more complicated method.

Which version of PowerPoint do you use? It's easier to change the background
in PowerPoint 2007.
