Change Default "Open With"

When I have a new file type to open, I get a dialog box with two options:
First option is to search the web for a program to open the file -- radio button is ON by default
Second option is for me to choose the program to open the file ... has a Browse button nearby

I ALWAYS want to choose the program. I NEVER want to search the web for a program to open the filetype.

How can I change the radio button to, by default, let me choose the program?
 
Not sure if the second option can be set as the default one. But, you can remove the first dialog box altogether.

Open Registry Editor [Regedit] and go to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system
Set the NoInternetOpenWith value to 1.

This bypassess the "use web services" dialog and goes diurectly to Open-With window.

I had to create a new DWORD Value for
NoInternetOpenWith. It didn't appear in my
key.
