change default keyboard language for all open windows at once???

My German girlfriend and I use the same XP Home user account. I'd like
an easy way to switch keyboard languages from German to English--one
change that would switch all open windows, and any windows I open up
afterwards to an English keyboard mapping. I'd like a keyboard shortcut
for this, if possible.

I have solution in Arum Switcher program. But this program shareware
19$

On site available 1.42 version but I ready write 3.0 with support
"one layout for all programs" function.
