change default icon for jpeg files

File >Settings >Control Panel >Folder Options >File Type[tab] >scroll to .jpg >
Change[button] find the Program (if not in the list choose other... >point to
executable file of program you desire and OK out

That will change the file association for jpegs. That may not be what the OP wants. Follow the directions up to the point "File >Settings >Control Panel >Folder Options >File Type[tab] >scroll to .jpg >" then Select jpg | Advanced | Change Icon and choose the icon you want | OK | Apply | OK.
 
Sorry, if I misunderstood. I took it that he wanted to open an image with another
program.
