Change default desktop color

How can I change the default wallpaper/desktop color that
is displayed when logging in (using classic login on a
domain). I was able to remove the OEM wallpaper (HP) by
simply deleting the image files, but I would like to
change the default background color. I also tried to copy
my profile (including the user.dat files) to the "Default
User" profile, but that didn't work either.

Please advise,

when logging in

If you're referring to the Wallpaper/Background color at the Classic Logon screen (before logging in) by chance, you need to set the Wallpaper to a blank string and set the Background to your preferred color in HEX values.

HKEY_USERS\.DEFAULT\Control Panel\Colors
Value named "Background"

HKEY_USERS\.DEFAULT\Control Panel\Desktop
Value named "Wallpaper". Set it to a blank string (Or, it also takes HEX values for the background)
