To change the COM port for a modem

You must be logged on as a computer administrator in order to complete this
procedure.

1.. Open Phone and Modem Options in Control Panel.
2.. On the Modems tab, click the modem you want to configure, and then
click Properties.
3.. On the Advanced tab, click Advanced Port Settings.
If this option is not displayed, the modem does not support changing the
assigned COM port

4.. In Com Port Number, click the port number you want to use.
Notes

a.. To open Phone and Modem Options, click Start, point to Settings, click
Control Panel, and then double-click Phone and Modem Options.
b.. Do not change this setting unless it is required by your system
configuration. The communications port is normally assigned correctly when
you install a modem.
c.. The advanced COM port settings are available only for certain brands
of modems. If you do not have one of these modems, to change the assigned
COM port, you must reinstall the modem and choose the desired COM port.
 
My modem is fine, it is using com port 3. I have a device connected to my
serial port and it defaults to com port 1. I need to not use com port 1
because of another program I have running. I would like to change it to com
port 4 or higher but I can't figure it out. In 2000 it could be done
through device manager.

You can change the com port in device manger in XP.
Highlight the com port you want to change and right click it and select
properties.
GoTo the resources tab and take check out of "Use Auto Settings".
Hightlight the IRQ and select the irq you want to use.
