i installed a second drive, which is the boot drive. xp
assigned drive letter F to thje boot drive and drive
letter C to the old drive which is now the slave. Drive
mfr. , Western referred me to a microsoft article that is
not available. How can i change the boot drive letter as
disk mgt. won't allow it

You really cannot do this as your boot drive is now referred to as F:
throughout your registry. Because of this, if you change the System drive
letter from F to C, you will be in an unbootable state. (Actually, you will
be able to boot, you just won't be able to logon as the path to your
userinit in the Winlogon key in your software hive is still going to refer
to F: ).

Your best bet would be to reinstall your your OS again without your second
drive attached. Then attach your second drive after completing your
installation.
