Challenging Problem: change Outlook dial-up Settings to Broadband

I have successfully installed Broadband on my home PC and can access Internet
functions to surf and download/upload to/from websites, but Outlook will not
connect to mail server and my ISP does not provide support for Outlook.

My internal modem is still in the PC but is not connected to a phone line.
I changed Internet Properties window (connections tab) to "Never dial a
connection" as instructed by ISP (as I may use dial-up connection later).

I unticked the LAN settings as instructed by ISP.
I set my email accounts in Outlook to Broadband connection.
My ISP confirms that my PO and SMTP Mail Server settings are correct.

I've rebooted many times but Outlook still won't connect to the mail server.

It feels like it is still trying to dial-up.

Any clues please from the experts out there?

What errors do you get when you try?

What version of Outlook and do you have all of the latest service packs
installed?
