Certificate & removing server from domain

I have a member server with a computer certificate. Is it
possible for me to remove this member server from the
domain and have it operating as a web server with secured
access using the certificate?

well, it is very likely if you remove from the domain the machine FQDN will
change and no longer match the certificate. so technically yes it can, but
clients may report an error if the name in the cert does not match the name
of the DNS name of the server.
