Certain programs won't run after deleting virus(msconfig?)

Hi all,
I was setting up my computer, and installed NAV04. I
stupidly did not run Live Update and got infected with a
virus that apparently stopped my Norton from working. I
was able to Clean my computer using different online
tools. However I still can not get NAV04 to work. I
uninstalled it and reinstalled it again and it still
won't work.
By "not working" I mean that the window opens up and
then shuts it self after about 15 seconds. Now this
problem is happening to other programs I try to run from
windows. When I go to "Run.." and try to start: regedit
or msconfig, the same thing happens.
I am afraid that an important part of my windows xp
operating system is gone. Could this be? how do I
retrieve it? could there still be a virus lurking and
doing this?
-Alkso my CPU usage is constantly at 100%. Is this
related?

More often than not, removing a computer virus file will not
undo the damage caused by the virus. It appears that the virus
has effectively "hosed" your system files and only a "clean install"
will correct the problem.

If you wish to perform a "clean install" of Windows XP,
use the following installation procedure:

The Windows XP CD is bootable and contains all the tools necessary
to partition and format your drive. Follow this procedure and allow
Windows XP to partition and format your drive:

NOTE: It would be best to physically disconnect all your peripheral hardware
devices, except the monitor, mouse and keyboard, before installing XP.

1. Open your BIOS and set your "CD Drive as the first bootable device".

2. Insert your Windows XP CD in the CD Drive and reboot your computer.
3. You'll see a message to boot to the CD....follow the instructions.
4. The setup menu will appear and you should elect to delete the existing
Windows partitions, then create a new partition, then format the primary
partition (preferably NTFS) and proceed to install Windows XP.

5. Clean Install Windows XP

6. ==> Immediately after installing Windows XP, turn on XP's Firewall.

7. After Windows XP is installed, visit the Windows Update website
and download the available "Critical Updates".

8. After installing the critical updates, be sure and visit the support website
of the manufacturer of the computer to download and install any
available Windows XP compatible drivers, such as video adapter
and audio drivers.
