Certain keyboard keys don't work properly

Three keys give a problem: the lower case '(i.e., single
quote), the upper case " (i.e., double quote) and the `
and ~ key (extreme left-hand side). In all three cases
the problem is this: pressing once results in nothing.
Pressing again results in two instances of the character
side by side. Thus if I press the single quote once,
nothing happens, when I press it again, I get ''.
Similarly with the two other keys. Everything else works
fine.
It is NOT the keyboard itself. (Any keyboard will do the
same on this machine.) The keyboard on this machine gives
no problem when tested on another machine.
It is NOT application-specific. All applications give the
same problem.
I uninstalled the driver and restarted. Windows (XP
Professional) installed what it thinks is a suitable
driver. Same thing happens.
It is NOT related to accessibility settings. No such
features are used (to my knowledge).
Any ideas? Any previous and similar experiences?
This is so annoying, it is driving me crazy!

What type of keyboard layout setting you have been set, English (US), English(UK), United States-Dvorak or what
Try go to Control Panel/ Regional and language sOptions/Languages/Details/ and check the settings
I think you should set it as English (US) and the keyboard is US
