certain characters don't appear on 1st selection

I have kind of a weird problem that I hope you folks can help with, and I
hope I can explain it to where it can be understood.

Using Office XP on Windows XP.

These 4 characters, ~ (tilde), "(double quotes), '(single quote) and ^(the
thing on the 6 key) won't appear when I press the key the first time. But
if I press these keys (SHIFT KEY + those keys) and then press the space bar
or any other key, THEN the character appears.

I have run Detect and Repair and then had to reload enough of Office that I
it wiped out all my settings in Outlook.

Has anyone seen this behavior before and what can be done about it.

You have inadvertently enabled an international keyboard in which these are
"dead keys" that apply accents to the letters that follow them. Change the
setting in Control Panel | Regional Options | Input Locales.

Thanks you set me on the right track. I found it in
Control Panel | Regional and Language Options | Languages | Details . . |
and selecting Keyboard U.S.
