Assuming the picture is not on the master, select the picture, go to Draw >
Align or Distribute and check "Relative to Slide". Then use Align to Center
and it'll be dead center, horizontally. If you also want it centered
vertically, go back and click on Align to Middle. You can also use the
Distribut Horizontally and Vertically options.

With your mouse, click (press down) on the picture and continue to hold the mouse button down
Move your mouse so that it will slide the picture toward the center of the picture.
