This is how it can be done in PhotoFiltre

1) open the picture you want to use as the background for the picture you
want to paste
2) make sure the whole picture is visible (e.g. use the magnifying glss to
zoom out if the picture is bigger as the canvas. Also make sure no part of
this picture is selected
3) open the picture you want to past
4) select the whole picture (menu "Selection" >> "Select all")you want to
paste and copy it (Menu "Edit" >> "Copy")
5) Make the first picture window (background picture) is active
6) pase the picture (Menu "Edit" >> "Paste")
7) Ready
Seems like a lot of work, when written down, but you'll see it will get an
automatism quite quickly.
I gave PhotoFiltre As example, but there are quite a few editors out theare
using the same technique. (they will centre a pasted image on the selected
area, or visible area of the picture)
