Cell borders

I have a two column table. The second column of this does
not show the cell borders even though I have the "show
both cells and table borders" option selected in the
table's properties. Any ideas on what is causing this
problem and how I can fix it?

Currently all cells in one of the two columns are empty.
I have several tables that are currently setup this way,
with empty cells, however the cell borders are still
visible. Shouldn't setting the "show both cells and table
borders property" option cause all cell borders in the
table to show despite cell content? It does on my other
tables with empty cells.

And if you look in html view you will see the cells are probably not empty
