Cell Background Color

Is there a way to change the background color if a cell has less than 100%
Another words I have a cell that that tells me when a number of things add up to 100% some are complete some are not I want the cells that are less than 100% to change to yellow so they stand out

You can use the Conditional Formatting tool on the Format menu to
do this.
