.... or clear cmos, or maybe the board has aged and degraded
to the point where it was only stable at 100FSB when newer.
.... or some other problem, like it needs a newer bios or the
CPU is dead or ???

I've bought PIII 533 in order to replace celeron 300. My motherboard is:
http://www.soyousa.com/products/proddesc.php?id=71
and it can manage with PIII. The model is 6BB / 6BB v1.0 and on
http://www.soyousa.com/kb/kbdesc.php?id=15 is written that it supports this
cpu.
When I turn on my computer I only hear a beep from the speaker... Whats
wrong?

I have this mobo, and according to Soyo, the PIII is not supported for
that mobo:

I think that you'll have to buy a slocket that provides
Coppermine/Tualitin/PIII support.

It seems that you'll need a slocket that provides PIII support, but I
don't know if the BIOS will also have to be modifiedl. You may want to
search for how owners of the 6BA (almost the same as the 6BB but a lot
more popular) have used faster CPUs with their mobos.
