CDRW/DVDRW Drive

I am wondering if anyone can tell me why and how to fix the current problem I
have. My computer is not recognizing my CDRW/DVDRW drive. How can I fix it?
 
Shutdown the computer, then remove the ribbon cable CD/DVD from the drive,
you can leave the four wire power cable connected.
Next boot the PC without the drive connected, logon to your account and then
after all the background apps (AV, Firewall, Etc.) have finished loading
once again shutdown the PC. With the PC power off re-attached the ribbon
cable to the CD/DVD drive and once again power up the PC and log on. Windows
should indicate that it has found a new device and loaded the drivers. Now
check to see if the drive is recognized.

One must first open the computer case in order to check on the
ribbon that connects the drive to the motherboard. But if the
computer is still under warranty, then do not do this but contact
its tech support or service.

My E drive will not accept new files but lets me read existing on the CD
I have Compaq presario and the drive is (I think ) CR RW CRX215E5
Do I have to go to Recovery?
