How do I save a file to a CD-RW (drag and drop or from
the word processor, etc) and make it not a 'read only'
file. Now every file I save becomes 'read only', which
seems to defeat the purpose or RW.

That is the way it works, you just have to live with it.
 
Files I drop on CDRW do not have their RW status changed (I use Roxio
ECDC software)

XP's built in software treats CD-R/W just as if it were a CD-R disk. If you
want to be able to save directly to the disk from a program like Word or if
you want to delete individual files from a CD-R/W you need third party
software that uses packet writing. Common programs like Easy CD Creator (now
called Easy Media Creator) install packet writing software by default.
