cd-rw noise .. acceptable amount?

recently purchased a inexpensive cd-rw for a project. When I put in a cd of
clip art to look at, it displayed ok, but made a whirring sound as it spun
up and ran. Is some of this to be expected? I put a cd-rw in my main pc
about a month ago. It was noisy like this and I took it back and got another
one, which didn't whir like the first one. Do most of these budget cd-rw
make a lot of noise when they are running?

A lot of the off-brand budget CD units sound worse than a jetliner
taking off, especially when they approach their top speed. Its
usually just an annoyance, but as one may expect, its rather
indicative of poor design and cheap materials.

I gave up on them and now simply go a few bucks more for a Lite-On or
similar brand I know to be easier on the ears.
