When I open my CD drive & try to erase a CD-RW disc, the option to "erase
this CD-RW", does not appear. The "write these files to a CD" option does
appear. I highlight the files on the CD-RW & try to delete but it gives me
an error message that the CD-RW is a read only & will not let me delete
anything.
 
You can't delete files from a CD-R/W using XP's software. You can only erase
a CD-R/W and then only if you have a disc in the drive. Once the disc is in
the drive do not open it. Instead right click the CD Burner drive icon and
you should have the open to Erase. Once again there must be a CD-R/W disc in
the drive or you won't see the option. There are great freeware programs
like CDBurnerXP http://www.cdburnerxp.se/ that will simplify your life.

As with all of the programs that install with the operating system XP's
native burning software is either weak, lacking in resources or stripped
down.
 
Sorry, your suggestion did not work. There is no option asking if I want to
delete the CD-RW. I knew I could not delete a CD-RW but thought since I
could not erase it I would give it a try. I even tried moving the files from
the disc to another folder but was unable to do that either.

How to use CD-RW discs in XP

If you have a writer that supports the CD-RW format, you can erase the
contents of a disc and reuse it, which is handy. To erase a disc,
follow these steps:
Double click My Computer and right click the drive that represents the
CD writer.
Select Open from the context menu.
In the CD Writing Tasks pane, click Erase This CD-RW. A wizard
appears.
Click Next and you'll see the message "Erasing the CD" with a progress
bar.
After the data is erased, you can record new data to the disk.
This works only with erasable CD-RW discs, and these discs may not
play in all CD players.

When I perform the tasks you have suggested, there is no option listed for me
to "Erase This CD-RW".
