Download (and install) tweakui from the microsoft website. Under the my
computer - drive selection, make sure that all of the drive letters are
checked. (I'm sure there is a way to do this directly without tweakui, but I
don't know how).

I found that, for whatever reason, my CD-ROM drive letter was not checked
which is why the hardware wasn't recognized in Windows Explorer or My
Computer on my machine.

CDs need to be set by the Windows XP before they will
appear ready, if you select to open a folder for virtual
writing to the drive or take no action when inserting a
brand new blank cd-rom in Windows XP I have noticed the
cd-rom drive is completely unavailable. If you are working
in a program like Media player, have it running before you
put the cd-r into the drive so it is available to accept
the media for use, or any other media writer software you
might be using. I would recommend against using some
tweakui because it might not be compatible with the new
wizards which let you write on additional information to
cd-roms rather than old fashioned burning methods like old
operating systems did and the new Hi-Mat copy system is
cool too well at least it sounds cool but I wouldn't
understand how to copy a music cd in the windows explorer
context, I would be thinking media player for such business.
