CD-ROM installs but cannot use it.

CD-ROM installs using Windows 2000 drivers. (Same drive
taken out and put in another win2k machine and works
fine).
When I open up "my computer" it is not there.
When I check the "device manager", it says the driver not
properly installed.
I have tried to re-install doesn't work.
I have un-installed it and rebooted the system, it
installs, reboots, and is not there.
 
"Windows cannot load drivers for this device." Code 31

I have tried two different CD drives both work in another
Windows 2000 system. Both have this problem on this system.

Something is missing, which doesn't let it load the
drivers.
