Cd rom Drive will not read

My CD rom drive is recognized but I cannot read anything off of any CD's. I have changed the actual drive and changed the cables. Also have put it as a slave on the Primary IDE and then I get an IO error that tells me to change the cable. Obviously that is not it! Has anyone else had this? I am up-to-date on my critical updates.
 
Make sure the cd rom is set to cable select, by seting
the jumpers accordingly. Also if its possible put it in
the secondary ide socket on the mother board both the
harddrive and cd rom will run faster
