CD rom Drive not reading blank Disc

Whenever I try to burn a cd it keeps coming up to Please insert a bank disc
into the disc drive but there's already one in there. So I go to My Computer,
D Drive and explore, asuming that it will tell me that there's an empty cd in
there but it tells me the same thing. Please insert disc. Any clues?? I have
a writable/ DVD Combo and the discs I'm using are CD-R Recordable, 48x 700mb
80 min.

Hi Jacalyn,

This will happen if the imapi bruning service is disabled. If you have a
different burning program installed, like Nero or Roxio, then this is normal
and expected behavior. The imapi burning service (this is the native windows
burning application) is disabled to prevent conflicts - you can only use one
or the other, not both. To burn a disk, either use the application's
interface, or uninstall it and use the native burning service. While a third
party program is installed, you cannot use the "copy to CD" function of
Windows Explorer. To check that it is disabled, click start/run and type
services.msc, then click ok. Scroll down to it and double click. It will be
stopped, the startup type will be set to disabled, and (if a third party
program is installed) the option to start it will not be available.

Nope it's set to manual and started

Then you might try running a CD lens cleaner disk through it.
