CD ROM Access prohibited

I am unable toaccess the CD/DVD drive, and when I try the message
"Administrator has prohibited access to DVD/CD ROM " appears.

I am logged in as the administrator, and have certainly not denied acces; I
suspect a virus, although my antivirus program is updated daily. I am
running Windows XP Home/ SP2.

My question is - how can I resaore acess to this drive? I've tried various
Help sources, but none of them seems to work with my machine; I can get as
far as starting in Safe Mode, but no further. How do I get from there to
Administrator? Please help before I go completely bonkers.

is this your personal computer or a work computer? there is a way to tweak
the registry or add it to security if your in a domain, let me know
 
Yes, this is my personal computer. used at home. I am the only person with
access to it.

well if you can get to safe mode you should be able to get to dev mgr and
then users/groups, from there you should be able to access the admin account,
i recomend that you change the name of the admin account only because that is
what hackers look for, but that is something for later once we get you
squared away. also i recomend that you create a 2nd account with admin
rights (in case you forget a password, etc.
i am not sure when you go into safe mode are you in a dos window?
also is the denial recent? i doubt that you have a viruis unless other
strange things are going on if so i recomend microsofts site
onecare.live.com run a full scan
have you made any hardware or software changes recently? (i really need to
know when this started)
this is something that can be tweaked in the registry and i think somewhere
else in xp, but i dont remember off hand i will look that up for you asap and
post that , worse case senerio we go into the registry and change a 0 to a 1
and that should fix it, but like i said i will try to find the way to fix it
thru windows, it may be something you did by accident, let me know i will chk
mail all weekend

Many thanks for your help. In answer to your quwstions:

1. I have already changed the admin account, as you suggest.
2. Safe mode is not in a DOS window, but the usual desktop.
3. Problem first appeared about two weeks ago.
4. I have made no channges to hardware or sodtware.
5. I recently carried out a fill scan using AVG, but will repeat using
microsoft site, as you sugest, and will let you know the result.

Two more points -

Have been checking other apps., and find thet there is a problem with System
Restore: I can restore to September 28, but not to any earlier Restore
Point. The CD-ROM problem began (I think) earlier than this.

Was unable to run the Live Care check, as this would involve uninstalling my
existing A/V software, and I'd not be able to reinstall it with the CD
drive not funvtioning.

I've just done a scan using the Microsoft Maliciouus Software Removal Tool
(KB890830), and it shows no malware present.

Try this:

1. Click Start, click Run, type regedit, and then click OK.
2. Locate and then click the following registry subkey:
HKEY_Local_Machine/Software/Microsoft/Windows NT/CurrentVersion/Winlogon
3. In the right pane, right-click AllocateCDRoms, and then click Modify.
4. In the Value data box, type 0 (zero), and then click OK.

Note The value 1 indicates that the restriction is enabled for CD-ROM
installations for this user.
5. Close Registry Editor.
6. Restart your PC.

Thanks - but no luck! The data value was already set at zero; I tried
changing it to a !, but access was still denied. I have now returned it
to zero.

I wonder, could this possibly be a hardware problem after all? The CD
spins normally when I try yo access it.

Gets wqorse and woorse - I now find that access to the Floppy Disc (which I
had not previoudly checked) is also prohibited.

This is only for users who have ACER sofware installed: I encountered
this problem just the other day when somebody asked me why he couldn´t
access CD/DVD rom drives and USB/1394 devices. In this case Acer
Desktop Utilities were installed. The culprit proved to be the Acer
Lanscape Agent. After removal of this agent alle devices could once
again be accessed. Be sure to boot first after removing the Acer
Lanscape Agent. I don´t know what the agent does, but it didn´t do any
harm getting rid of the stuff.
