How can a plain user (with user privilegs) burn CDs in
W2K? CD writer software tells that he has no permission.

There is no built in CD Writer software in Windows 2000, therefore this is
an issue with the CD Writer software, don't you think? Are you using the
most up to date version possible? Do they have any notes on this on their
support webpages?

Sounds like he is using Nero.

That requires either local administrator rights , or you can download
BurnRights from the manufacturers website,

There are some registry settings that can be changed to allow for this.
Setting cd-rights for "only local users" seem to enable theese rights
for all local users as well as disable them for remote users.

it may be necessary to have security rights to use the CD/DVD drives. To
give CD rights to a non-administrative user, do the following:

1) Open 'Control Panel' and click on 'Administrative Tools'.
2) Double click on 'Local Security Policy'.
3) Double click on 'Security Options'.
4) Double click on 'Restrict CD-ROM access to locally logged-on users only'.
5) Click on Enabled.

NOTE: CD/DVD access is not currently possible for users with
Non-Administrative rights for Windows XP Home Operating System.
Microsoft does not provide a mechanism to provide access this type of
access. This limitation does not apply to the Windows XP Professional
Operating System.

I havn't tried this with other software but it seems to me that it
should work.
