I do not see a Msiexec file in windows explorer. Where exactly would I look
for it?

Method 2: on the search for Msiexec.exe shows nothing, no files found.
Can you manually check if the file is present in "C:\Windows\System32" by opening Windows Explorer?
If the file is missing, you may have to expand a copy from the Windows XP CD. As the CD drive is inoperable, you may have to use another system to expand/copy the file and transfer it using a removable media such as a flash drive.
Alternately, see if upgrading the Windows Installer engine helps. See:

I will not be able to reinstall office as suggested on method 1,due to both
of my cd and dvd drives are missing.

Thanks for the reply back. I typed in your instructions and this is what I got:

To check if the Windows Installer service is configured to run under the correct user account, run this command:
Click Start, Run and type:
cmd /k sc qc msiserver
Press {ENTER}
Copy the output and post here.

That did not work. I received a message "Could not start windows installer
service on local computer. Error 5: Access Denied"

Click Start, Run, and type SERVICES.MSC. In the right pane, right-click Windows Installer, and then click Start. Also, set the service "Startup Type" to Manual.

2 days ago my CD drive and DVD drive disappeared. I have tried all of the
fixes you find on Microsofts web site plus others I have found on different
forums. Nothing seems to work!!!
I also am not able to run any microsoft office programs. Error says "Windows
Installer Services could not be accessed. This can occur if you are running
Windows in safe mode (which I am not), or if the Windows Installer is not
correctly installed. Contact your support personnel for assistance." Can
anyone help me with these issues. I do not know if 1 problem is feeding the
other or if they are 2 seperate issues
