there is this cat's meow and scratching noise that won't stop, and I can't figure out what it is. Please help me.
 
Get your foot off the cat's tail! :-)
Please post more details. When does this happen? In certain programs are all
the time?

There are programs that can be installed that make this noise and others ,
(farting for example). There is usually a program running in Task Manager.
