I have a rather extensive list of about 1000 contacts in a membership
organization that are managed in an external database program. I want
to import a .dbf file of these contacts into Outlook and assign an
Outlook category to these contacts. Because this list changes
frequently, I want to clear out the contents of that entire category
prior to importing the new .dbf file list of contacts.

#1 How can I delete all contacts within a specified category?

#2 How can I assign a category to those contacts which I import from
the .dbf file?

Thanks a bunch to any help someone can provide me on this one!

1) Choose the By Category view and delete the group for the specified category.

2) Import into a new, empty folder. Select all items, right-click and choose Categories to set the category. Then move to your main folder.
