Catch 22 on Windoows XP upgrade

My son has upgraded from Me to XP. He cannot get his adsl modem to
work. he has been told by the support at his internet provider that he
needs to install service pack 1. He only bought XP last week, but it
does not appear that service pack 1 was on the disc he bought - legit
copy form a very well known retailer to do with PCs in the world!

He can't download it onto his windows cos he can't get on the internet
to download it.... and as far as i can see it is a hot download that
installs so i can't download it, burn it to CD and give it to him to
install... is there any solution? This is crazy!

BTW this is in the UK folks.

Thank you, I managed to download it... it is not exactly obvious that
it can be done!.
