cascading style sheet issue

I'm trying to troubleshoot an odd issue - the computer is
applying a style sheet (system.css) which does not appear
to exist. When the "apply sheet" box is unchecked, the
issue goes away - but only until the next reboot, when the
sheet is reapplied. I'd like to turn it off permanently,
but can't figure out how. Any thoughts, please reply to my
email (not to this group).
 
Both of these parasite use this system.css file.
