Cascading problem with Favorites

Folders set up under Favorites no longer show the most
frequently or most often accessed links. All the links in
the folder cascade out rather than the most frequently
used. How is that set up? Thanks.
 
IE-Tools-Internet Options-Advanced
The option is "Enable Personalized Favorites Menu"
