If I have a form that looks like ruled paper, is there a
way for the cursor to automatically go to the next row
when a user has entered infomation that fills a row?

The only way to accomplish this is to put the form field in a table cell
with fixed row height allowing for the number of lines you want, then add
the lines as drawing objects anchored to the form field and spaced the same
distance apart as your paragraph spacing. This is very fiddly to set up, so
ask yourself if you really need the typing to be on lines. After all, why
use a computer instead of filling the form out by hand if you can't use the
computer's ability to type in a straight line? <g>
