card smarter than me?

A couple of months ago I replaced the integrated vid in my XPhome machine with an ATI 8500LE 128MB.
Within a week or 2 my monitor died.
First I brought home a nice ViewSonic 19"CRT .
Right away I noticed a kind of flicker in the upper right corner of the screen - most noticible when the screen is white but always there and really the whole screen seems kind of twitchy.
Also when I have a dark background I see sort eliptical shaped lines in the center.
If i turn the the refresh way done - like to 70 - it gets better but never perfect.
OK - figured it was the monitor and returned it - got a Samsung 19" CRT (not nearly as nice) & you guessed it - Same thing.

There are a ton of settings for the card that I admit I have no clue what most of them do but have tried most everything including just reverting to default settings and am about ready to just buy another card.
Any help would be most appreciated.
 
Your own "experiments" with different monitors pretty much narrowed the list
of culprits to just the video card. Something this fundamental would not be
caused by some control panel setting or driver version.

You installed the monitordriver?

Whenever I upgrade my driver he recognizes my monitor wrong and I have to
change it again by hand... stupid freaking..ah... but then all works fine!
 
The original poster said the problem remained when he manually turned down
the refresh rate to 70 Hz. Doesn't look like a proper INF will solve the
problems.
 
Yes I did install the driver - apparently this card wasn't initially compatible with XP so ATI had
some patch I had to dl also, which I did.
I guess I am willing to accept that the card is bad - thanks for the advice.
