Can anyone recommend a card and a website to help me convert my old 8mm
video tapes to video using my computer and video camera?

for good quality convertors, which you plug the camcorder into and take a
firewire connection out to the pc. Then you use movcie maker as if it was
seeing a digital camcorder.
Some good forums there as well.
