if you were to hook up a camcorder to a computer with
windows XP, is it possible to capture video and make .jpg
images with it?

To do this you first need a video capture card. Then you can load them into
Windows Movie Maker or the software that most capture cards come with and
take a screen shot.

Absolutely! But you need to have an IEEE card otherwise
there is no way to establish comm between your digital
camcorder and your PC. Once you have transfered your
movie clips onto the computer, you can create jpg from
them.
